Business are run to make money period.
If dealer enforcements are not handled properly that boils down to money, they cant make enough money by festool rules etc. There is not a business in the world that is not run to make money, thats the point. Every decision must be made for that reason, unless it is a non profit, money(and there is a lot of money there too) is ALWAYS the issue, it's business101. making people happy, good service, following rules laid out by law or manufactures are all done to make money.
What you are saying is all about money in the end.
Not really sure of your point but enforcing dealer agreements,litigation etc etc are either reasons, restrictions or barriers or gateways to make more or less money depending on which side.
Call the Rockler in Shaumburg IL and ask, they will tell you issues with the manufacturer make it not worth the "money" they make.
