Rustoleum Utra Cover Clear vs Polycrylic

I came across Rustoleum Ultra Cover Clear the other day.  What is its intended use and how does it differ from Polycrylic?

Can be used on metal and other surfaces.  Also outdoor rated.  It's the brushable equivalent of their spray can.  Think of it the same way as the BM/Corotech Command vs BM Advanced.
