I'm looking for ways to keep tools safe in a van without using a job box .any ideas welcomed thanks

Transporting 100,000 stinging insects seems to work [eek]. The van usually has at least one hive in most days. Additional locks, steel bulk head and a good alarm help. Parking at night covered by cctv and motion activated light. I also only carry what I need for the day and leave nothing in at night. Quite frankly if the SOB want it they will take it even if it's nailed down!

I do all the basics first like
I have a partition between the cab and back always locked.
Have every door locked using the factory door locks and added padlocks.
Have no windows and if you do have windows make sure you have a steel mesh behind it.
Alarm with a 2 way pager.
I have several shelves with a steel bar running across it with a padlock as well.
99% of our jobs, we can literally leave the doors wide open and still be safe as we work in great neighborhoods but this is how we store the vans when not in use.
All these steps will slow a thief down, not stop them or change their mind and go to another truck
Another trick Ive seen is if you have an old iPhone connected with minimal service, you can hardwire it to always stay on charge so you can locate the truck if it goes missing. Its a quick alternative to lojack etc

Everything he said^ You need to turn the van into a safe with multiple levels of security. Windows are bad even if they are mesh protected. Out of sight out of mind...
As suggested there comes a point they will just steal the entire van.

Depends how big the van is but I basically have a site safe in the van.
That goes behind the bulkhead in my long wheelbase Toyota Hiace.
Its one of THESE and could almost have been made for Festool T loc boxes.
I can fit three lengthways, two widthways and it obviously depends on the heights how many high inside that box.
There's just enough extra space so I can move them so they slot into the grooves on the ones below.
I know you said "Without a jobbox" but I don't do trust when it comes to leaving my tools overnight in the van and as far as I'm concerned I'm making it as hard as I can whilst still being OK for my own use. Plus that box holds so much its quite a surprise to empty it all out to a massive heap beside it. Would take up a LOT of space in the van otherwise.

Battery Disconnect
A simple way to disable any vehicle is to install one of these battery disconnects on the battery. You do have to open the hood to operate it when parking or starting, but most thieves are in too big a hurry or too dumb to look for it. It also prevents battery drain if there are other things draining the battery while parked for extended periods.
Leaving a pet skunk in the back might help with deterring thieves from taking anything if they do break in...... [scared]

SPOT Trace Anti-Theft Tracking Device. It will ping you when something moves. So you could put the gps tracker in a truck or a Systainer. I'm pretty sure it goes through plastic like a glove box. You could also mount it on the outside of a vehicle as well to have redundancy.
