Shortening rails ...

My 2 x 1400 rails with connectors, has been accompanied with a 3000 rail bought second hand.

Now I should like to cut of a few inches of the 3000 rail and cut the 1400 to a 1080 version for versatility. I know that I could buy a special Kapex blade for this, but can I use my std. Kapex blade for this one-time operation instead ?

Yes, that blade will cut aluminum.

And throttle the speed down to say 3 while cutting ?

Make sure you cut off the end where the splinter guard is peeling off.

I would recommend that cut at speed 6. I would also recommend that you cut just a short bit off as a test cut before making the actual cut. And, I would do it without dust extraction.

But why?
I had to upgrade my 2700 rail to 3000 for some convenience.

The original rail that came with my TS55 had an incident, so now it's two rails.  You know the gig, late on a hot afternoon, wanting to get a particular thing done, so I didn't set up and hold my '55 properly. It was an angle cut (45 deg) and the saw flipped off of the rail.

"ptang!" darn it all! (not what I said) damaged rail. I put it onto my 12" saw, put some plywood on top and made a very slow cut. It worked out pretty good actually, I got reminded to not be such a dummy (I am self employed) and I now have two short rails that have been surprisingly handy. As the rails are not cheap, I am a lot more careful on my setups.

The long one has had a minor 'injury' before I bought it but more important it was a few inches too long to stay inside my car ... the 1400 since I already has one and in a lot of situations is slightly to big
