As per title really.

Interested to know if anyone else out there makes a countersunk washer head screw - that is weather resistant.
Likes of timco, fischer, optimaxx?

Where are you located?  This may greatly affect the quality or applicability of any answers that may be provided.
 
Simpson strong tie has a flat washer/flange screw.  I assume you're strictly looking for flat-top and not your typical structural/timber framing screw?

Edit: crap, the flat head is interior use only.  Nevermind.  Leaving it for the clarification questions though.

I used some of the 5 inch GRK structural screw and was really surprised at how easy they went into the wood (3 2x12s glued together). Sort of pulled themselves in.

Ive used Simpson Strongtie framing screws often enough in the UK.
I've never bought em though, always been just on site.

I'm confused by exactly what you're looking for. Screws that have large integral washer heads will never be smaller than maybe #10 or 1/4". The large washer heads prevent the screws from burrowing down into the lumber and dramatically add to the compressive force of the fastener. If you're looking for 4mm screws with large washer heads...good luck, as they don't exist. The small screw will probably snap before the washer head can become useful.

If you need to use a small sized screw, just place a flat washer behind the head, if that burrows down too far, replace it with a fender washer.
