As you mentioned, I wouldn't take it as absolute proof yet, but in the right direction.
It seems logical to me that, if they were different, they would give you the option to match lock numbers.
There could only be so many different ones anyway.
This isn't really a "high security" situation, more of an inconvenience that might slow down most casual thief. (or at least curtail "borrowing")
A true thief will not be stopped. Heck, they would probably just take taw whole unit and worry about getting into it later.
