Hi i just bought a ts55 req plus .why do i have to set saw up more than measurement on track.eg if im cutting 18mm ply ihave to go to 20 /21 to get it to fully cut thru

If you cut just the width of piece plus track, you'll sometimes find thin uncut material on the bottom of the board, depending on thickness variations, pressure while sawing and the bending of the wood.  It's also good to overshoot the depth a couple of milimeters as you don't have to go as far down the track at the end.  On more than one occaison I've deplunged the saw thinking I was at the end of the cut only to find the lower corner still uncut.

One of the convenient features of the REQ is the stepped depth adjustment indicator where one side measures depth of cut on the rail and one off.  If your cuts aren't making it all the way through, you can also check where the fine adjustment depth knob is positioned.

You're compensating for the thickness of the track. The track is 2.2mm thick so you need to add that to the thickness of the material you're cutting.

18mm + 2.2mm = 21mm depth setting on the saw. [big grin]

Edit: 2.2mm is the thickness of the kerf, the rail is actually 5mm thick thus, 18mm + 5mm = 23mm depth setting on the saw.
