TS55 Track Saw - Depth Gauge Off - Missing Part

I have a what I think is an older TS55 Track Saw.  Works great except I dont understand the depth settings.  If using 1/4" (really 6mm_ stock I need to set the depth to 13 when on the track.

Am I doing something wrong?  Is there a missing part?

The track is 5mm tall and the scale doesn't include the track.  So setting it to 13mm seems reasonable if you're going to have a bit less than an 1/8th of blade protruding beyond the workpiece.
 
What cpw said - and what I've been doing is just using a visual reference to ensure the cut depth is set deep enough. Before connecting to power, just plunge it down and see if it's at a good depth.
 
I did assume the measurement was with track as I would assume people use 99% with the track..  It does seem like a hair off as I need to get to 7mm without track to just touch the wood.  But close enough....  Will just put a sticker with notes on the side :)
