I've been turning bracelets and cuffs for my wife, friends, and relatives. I have the woman measure her hand by looping a strip of paper around the widest part of her hand with the thumb folded inward. This gives me an inside diameter, ID, after dividing the circumference by pi.

I can use a slide caliper to measure the ID on the thin bracelets as I am turning them. The cuffs are about 2" wide and the slide caliper won't reach more than about 1/2" inside the wood.

I found I can set a snap gage to the exact ID using the slide caliper. I can slide the snap gage into the wrist hole and feel for constrictions all the way through. A quick touch with a sharp negative edge scraper opens up the tight area.
