What is this and what tool does it belong to?

Hi… I bought a bunch of Festool products recently (MFT/3 w/ Guide Rail, OF 1400 Router, TSC 55, Kapex 120REB, UG Kapex, ESTC 125 Sander, CT 36E).

However, for the life of me I can’t figure out what this is (see attachment) and what it belongs to?

I suspect it’s part of the MFT/3 guide rail setup, but I don’t see a mention of it anywhere in the manuals.

Yeah that is the newstyle CT cordwrap, where one end swivels so you can drop the whole card at once.

The CT stores more compact when you leave it off, that's why some people don't use it but put the cord in the hose garage.
