I've never seen anything like this before and at first glance I thought it was a home made item but it isn't.

Nailed it. MY cousin had horses when I was growing up. Which certainly makes that a vintage piece.  [eek]

Did you have spray insulation installed? I bet they were using it to shave down overspray.

They make a much lighter-duty one for dogs. 

To groom my German Shepherd and my Chesapeake Bay Retriever, both of which had both a coarse long coat and a finer insulation coat, I needed that type of brush and a slicker brush. 

That saw tooth brush would yank out the longer guard hairs and leave behind the fine under coat.  The slicker brush would remove the undercoat but would not touch the longer coarse hairs. 

For dogs with double coats, you need both.
 
Well GMW & Ron solved the tool issue as it's a spiral steel comb still being produced by Decker Manufacturing established in 1878 and now still operating in Keokuk Iowa. From the Decker website, "To this day, Decker Manufacturing is known as the premier supplier of the best American-made agricultural and equine products available."

However, Jeff surprised me with his tool use answer which was pretty insightful/clever.  [cool]  The curry comb was actually used to roughen up the rigid foam surface around the mane garage foundation before they applied the 2 coats of stucco.

Marshalltown manufactures stainless rasps for the EIFS trade.
