I heard, that laser scanner are the best choice for this purpose, but never tried them myself, however my experience shows that blue light scanner is also good for getting accurate scan suitable for making CAD model. I use Artec Spider, You can see it's specifications on the manufacturer's site and Geomagic Design X which is a really good reverse engineering tool.
