It's a tapered drill bit with a collar stop. That style drill bit is used with the old style tapered wood screws that are still used when building wooden boats.https://www.jamestowndistributors.com/userportal/document.do?docId=281

If using modern "straight" style screws (which he is using in the vid) just a plain straight shank drill bit is normally used.
