How come the new ct mini receptacle out is only rated for 2 amps instead of the 3.7 amps on the old ct?
 
Mini, EU/220V version says 2200 watt (socket cap).

Kapex is 1600 watt (KS 120 REB). Not sure how its on the other side of the pond, but would surprise me I you can not run it. Make sure you use a 36D hose (what I read the smaller hose is not the great).
 
Use your Kapex with the Mini or Midi.  Don't pay any attention to the labelling of individual components.  Festool wouldn't be selling these together if they weren't compatible.

(If you are waiting for an official answer from Festool on why the changes, I will assume that they will not responding due to either their technology or marketing secrets.)

More like liability claims.
 
Regarding electrical items, I offer that Festool, just like all major manufacturers, (does / do) submit tools for independent testing by accredited testing firms on their electrical tools in able to offer them for sale.  Yes this is usually part of risk management in combination with possible laws of any of the countries that the products are offered within.

You can check any of your electrical tool(s) label(s) for certification information.
