ETS 125 R "randoms" but doesn't "orbit"?

Just got an ETS 125 R today for a good price from Amazon Warehouse.  The sander looks brand new, but the Sys3 looks like it was left in the back of a delivery van with a case of Pepsi.  No matter, that should clean up easy enough.

In any case, I plugged in the sander to test it, and it appeared to work okay but when I turned the speed down, the sander head stopped spinning on its axis.  I thought it might be an optical illusion, so I put my hand against the pad, and it wasn't trying to spin at all. When I turned the sander off, it sounded like there might be something loose inside.

I'm guessing that this isn't working as designed?
 
Hi, pull the pad off and check #29 for tightness if not loose send it back.guy good luck

Bolt #29 is tight. The carriage that the pad bolts to free-wheels without much resistance at all.  I can stop the pad from rotating without much trouble at pretty much any speed setting.

Looks like it will have to go in to service.  I could send it back, but it needs to be fixed, not re-sold a bunch more times.

Yes, the higher the speeds, the more likely the pad is to turn.

It sounds like this is actually normal.
