Suppressors can be made with standard bits since the bullet never touches the suppressor.  Here precision is important, but nowhere near as much as in boring a barrel. 

 
So, I am thinking like Alex said , the 9mm size drill bit just isn't really used.

10mm and .40 S&W would use a 10mm bit, which is available.  Good point.
