I'm building a wood under sink garbage can for my wife. Since bags could leak causing spills of vegetable juices, food etc, what would be the best finish that can withstand this and cleaning etc? I'm just using unfinished plywood.

Polyurethane is fine. If you wanted to go crazy you could use epoxy, it just isn't required though.

Here are some highly durable epoxy chemical resistant coatings, but again I would just use a good top quality poly cheaper product off Amazon or from a big box. These are probably overkill:

At first I thought you wanted a food grade safe finish(most are when hard cured anyhow), I had to read it twice.
