I was on a site a while back and someone dropped a hot bulb onto it by accident. It melted a hole in it and I covered it with duct tape. It keeps getting clogged up at that spot and I fed up of trying to unclog it at this stage
Is there any way to cut that section out and connect the shorter hoses together?

Probably not without some type  clunky connector or the like. How about a piece of large heat shrink tubing?

Or try electrical tape instead, it is less sticky and may not grab the larger chips? Once coated with fine dust on the inside it might be fine?

i would try to find a ID or OD sleeve from either pvc or even turned wood and epoxy it in.  I keep all old vac hoses and tube attachments for such repairs and I use West System 2 part epoxy.  I have also seen a plumber's wide and stretchable repair tape that may be usable over an internal sleeve, but have never tried it

You could cut a patch from duct tape just a little lager than the hole and place in sticky side up over the hole and then wrap with duct tape all around the hose. That way the non-sticky side of the patch is facing inside but the hose is wrapped and sealed by the outer side.

Also look at gaffers tape from a photo supply store. It has cloth backing like duct tape but less sticky and leaves very little if any adhesive residue.
