I believe that you are correct on that; the older MINI/MIDI, and any of the CT-22 and larger DEs should work just fine, since they have a dial switch that reconnects power when the DE is plugged in.
 
As far as I can tell the Milwaukee seems to be a remote controlled outlet switch. Plenty of those on the market.

I do not believe the Milwaukee would work on a knob controlled Festool vac while the Festool CT is set to 'Auto'.  The Festool BT remote does. Which does away with the need to go flip the knob to manual.

Seth is right.

I can't see what the Milwaukee brings to the table to make it worth twice as much as the next most expensive outlet switch.

It will work with a Festool vac (or other tool start vacs) only if the vac is switched to manual and plugged into the Milwaukee box, which has to be plugged into the ac outlet. Which is still more convenient than walking over to the vac to turn it on when using a tool that either doesn't start the vac (all manner of hand tools) or a tool that draws too much power to run via the vac's outlet.
