How to permanently Plug Holes in Polycarbonate Roof

Many years ago I picked up a used 4'x15' sheet of polycarbonate that was once a conservatory roof. It had holes (where it had previously been screwed down) in it so I filled them in with silicone sealant and made it into a shed roof.

A while later, it started leaking so instead I covered with clear tape made by Gorilla Glue. This lasted a few more years but then the leaks started again.

Is there a method that would work for at least 10 years? I thought of cutting a tennis ball in half and making a dome over the hole and then sticking down with silicone, but again it's the silicone that might fail before 10 years.

Any tips or ideas would be appreciated.
 
Polycarb's pretty soft, so assuming the screwholes weren't overly big, a nut, bolt and washers either side (with some sort of thread sealant ideally) done tight enough should compress enough to form a dead tight seal that will never leak.
 
Excellent. I think that might just work. I have some thread locker too so can do that today.
