Industrial Primer?

I'm bidding a repaint of a smoke stack on a historic ship, currently located on the grounds of a Vermont museum.

The stack was stripped down to bare steel and repainted about 20 years ago.

As the picture shows the majority of the stack is painted black, and there's a red stripe near the top. The black paint is holding well on all sides, but the Westward facing side of the red stripe is failing. The topcoat is a BM exterior oil.

I'll have to remove the failing paint on the red stripe, then presumably start from bare steel. That's where I'd love recommendations on the following:

-Particular prep methods/tools/considerations
-Primer recommendations

I would contact Sherwin Williams Chemical Coatings. They specialize in special paints.  My father-in-law has worked for SW Chemical Coatings for years and is always working on different coatings for special applications.
