Pro 5 ltd, I'm still confused

Kinda sorry to bring this up again but I don't get it. Obviously Festool made a mistake calculating the demand for the Pro 5 ltd sanders.
Anyway, I got the sanders I ordered a couple weeks ago, ridiculously late but I have them none the less. The guy that works for me ordered one as well and still hasn't received it.
Having said that I got an email from a local to me dealer today stating they just received a second shipment of them that are available for purchase. I called and ordered 2 more, no problem, I'll have this Tuesday.
Why are they available for purchase when open orders haven't been fulfilled?

This is surprising and -- unless I'm completely wrong about things -- shouldn't be happening. Let me look into it.

Couldn't a dealer have placed an order for "x" number of sanders and only taken pre-orders for xx% of "x" , thus having left overs for sale now ?

e.g.  -  Ma and Pa Kettle's Tool Emporium placed a wholesale order for 25 sanders and having no website only took one "pre - order" in the two days before "pre-ordering" was halted.  They'd now have 24 sanders on the shelves.

Seems to me some dealers took zero pre orders - like CPO.  They had all kinds of sanders on ebay and their website after the initial deliveries started.

Not all of the pre-orders were fulfilled.  I know of several dealers that only received a small percentage of their pre-order quantity.  How the final quantities were allotted and fulfilled remains a mystery.

One scenario discussed in another thread was that people cancelled orders and now the dealer has units available for sale.  Hopefully the dealer won't raise the price when this happens.
