There is something eerily wrong with that price. Are you sure you are looking at the correct thing ?
On the foam "things", as mentioned, these are noise mufflers and are sold as a complete set only. Unless yours are mechanically damaged, there is no reason to replace them. They do not "filter" anything and the vac will work without them fine. Just would be noisier. The holes in them are the air exit channels.

My way is to always use the filter which was used previously for bag operation as bagless, and "upgrade" my "bag use" filter with the new one purchased. Once a filter was used bagless, it should never be used with bags.
At the same, a HP main filter which was used for several years with bags is "like new" for bagless operation. The punishmment a main filter gets in AC mode is incomparable to when the same is used with bags.

I see you got both a new bag and looking for new mains filter. Keep in mind that when used with a bag, the mains filter is really only a "safety precaution" as the filtering is all done by the SelfClean bag. This is specific to Festool using extremely high quality bags. Is not so with most other brands. So you may not need a new main filter possibly.
That said, if you get a new main filter, does not hurt once a while, do not throw out the old one. Keep it for AC bagless use.

I just noticed in US they sell two filters with heavily differing costs
but the same stated specs on the webpage. Wondering if anyone knows the actual difference ?
On one hand I am pretty sure the cheaper #203759 filter is the one to get i.e. is adequate for M-class or plaster work and that is the one sold in Germany/Europe.
As for the HEPA one - 205412, is the difference maybe that some batches are US-certified for HEPA, there is a small(ish) difference which does not change the specs, or something like that ?
Or possibly it is in some way related to the European #205198 H-class filter for asbesthos and related ? But those are not rated for AC, from what I understood.
