Why is my swivel joint on boom arm plastic?

Hi All,
I bought the boom arm and it has a white plastic swivel sleeve inside the 2 pipes enabling it to swivel 90 degrees. It is not a good fit and the upper horizontal arm sags down. If you lift up on it you can see the sloppy fit between the ID of the pipes and the OD of the white sleeve. Yes I have installed the parts exactly per instructions.

HOWEVER...I saw another boom arm today at someones shop and it has a very nicely machined metal swivel sleeve with ZERO sag or play.

What does your boom arm have?

A side note: The intended purpose of the arm is great. But looks like heck sagging.
