Brand new tool comes like used or returned order

I recently purchased a sander online from one of the authorized dealer. The manual is not like the little instruction 'book' I used to get. It is more like a A4 paper print out and stapled together. And the sander paper also looks dirty. The sander itself looks like new though. No dust on it. Will Festool dealer allow to sell return as new?
Or it is normal due to packaging?

First off,  [welcome] to the forum.

Unless something has changed, returned items are not to be resold as new. 

I would suggest contacting the dealer and asking about the manual.  You can return the tool under the Festool policy for your country, but you may have t pay the shipping costs.

You'll second guess this forever. Just return it and purchase from another vendor. Don't waste a second more thinking about it.
