I also think that the toilet paper helps to collapse the bag contents. It is time consuming though.
In an ideal world we would have bags with awfully large (internal) surface areas that collapse automatically/periodically (concertina bags if you will). The costs needn't be much that much higher and it woud far outweigh using the second CT to hoover off the filters after bag explosion.
Even an internal/electronic prodding stick would help to knock the dust off the internal surface of the bag to a degree.
