Came across it on Izzy swan’s reel. Used for cleaning up tool marks which would be nice for shaper origin cleanups.  Trying to figure out what it’s called

Looks like the head of a bowl sander. They're used to clean up the inside of a bowl after turning.

I agree, though I would call it a “contour” sander.

Klingspor also sells sanding "stars" and sanding "mops" which are somewhat of a flapwheel type thing, but far softer than that. Flap wheels are better for inside curves, as in part of a cylinder. They are a bit too aggressive in a "topographical map" type situation, like this.
The "stars" or "mops" might be worth looking into also.
