Flexible trim adhesive Duraflex

Hi,

    Looking at using some Resinart Duraflex flexible quarter round. Does anyone know if this can be glued to other plastic with PVC cement or some other adhesive? I guess the real question is  .... does PVC cement work on Duraflex?

    Does Duraflex require paint or finish, or can it be left bare and be water proof?
