Guide Bushing Adaptor - 493566: Opening too small?

I just acquired an OF1400.  Part of my research found the following threads where the size and centration of the universal adapter (493566) was questioned.

I can confirm that the bushing from my Whiteside inlay kit (#9500) does not even fit inside the adapter.  I have measured the festool adapter, plus a handful of other router bases I have.  The Festool adapter has the smallest opening, but an aluminum insert from Woodpecker is barely larger, on the order of 2-3 mils diameter.  The Whiteside bushing does not fully fit in the Woodpecker insert either.

All of the bushings in my PC set fit the Festool adapter, with very little play.

I was able to check the centration of a 1/4" bit and it was visibly not centered, and there was not enough play to bring it in.  For my purposes, the only time I really need the centration is with the inlay kit, and this bushing seems oversized, I plan to file it down so it will fit through the adapter opening, and may also touch the outer diameter to allow the motion needed for centration.

Here are the measurements I made.  I made 4 measurements of each base.  The first measurement was always aligned with a feature on the base, the second was 45 degrees from the first, and so on.
