Instructions have always been an issue to users here in the US. I assure you that Festool USA is aware of this. My take is that the need for instructions is a cultural thing. It is a European based company, and in Europe the tools are used extensively by professionals who go thru a training program that takes years and exposes them to the tools and the techniques, thus instructions are not that important.
In North America, I suspect the majority haven't had the same exposure to the tools and their features... The instructions are more needed here. That is why there are supplemental manuals done here in the US for many tools.
