I think that's a good point - you need to decide who this promotion is going to be aimed at. Is it for those that don't already own a Festool drill & are looking to get into the 18V system, or is it for those that already have a drill & are looking to add to it? The combinations will obviously vary depending on which it is.
Festool dumping the 4.2Ah PDC stock before Christmas has created an extra couple of hundred people in the latter category, so that may be the better/more profitable route. For those people, or those that already have a T18, the BHC and Carvex would be a great combo.
For those that don't have a drill already, then the most likely combo for a 'new user' would be a drill (either the PDC or T18) plus the Carvex.
How many of these packages are you looking to shift in order to make it worthwhile? You don't need to share that with us, but you obviously need to know. Presumably you need to buy all these by the pallet to get the best price from Festool.
Could you offer two packages? The PDC (or T18) & Carvex for those new to Festool 18V, and then the BHC & Carvex for those that already have a drill.
Of course, you then have to decide on barrel grip

FWIW, I don't think the TSC or DWC would really work in a combo; the DWC is too specialised, and the TSC is too pricey & eats batteries, so would most likely be purchased on it's own (plus the combinations of number of batteries & chargers, with/without rail etc. make it far too complicated). The DRC is also out, as the negligible price difference between that & the PDC makes the PDC a no-brainer. I don't know why they even bothered with the DRC tbh. [unsure]
Like mrB said, I also own the PDC and Carvex, and it's a great combo!
