I Shudder to think about my shutters

So i am not sure what to do about my shutters.  I have 48 78" by 17" exterior shutters that need help.  I believe the shutters are original to my 1874 Italianate home and I am pretty sure the previous owners did zero exterior upkeep. I don't have the funds for new shutters so i think i am left with rehabbing what i've got.  I have worked on a few and getting in between the louvers and all the nooks and crannies is tedious.  I don't like saying this but what is the minimum prep i can get away with without the paint failing in a few years?  I don't like to half ass projects but the project is the house and not just the shutters.  Any suggestion would be appreciated.

With that many shutters I would try a local furniture stripper. I have found that it's usually the best way to go rather spending so much time and money on sandpaper doing it myself if it was just a couple it wouldn't be that big of a deal but 48 is a lot 
 
I have used Redi Strip a few times. Not sure if they're in your area.

Other option is soda or dry ice blasting.

With that number of shutters you'll spend so much time and money stripping them yourself that I wouldn't go that route. Due to the age of the shutters the paint likely contains lead and all kinds of other harmful substances.

Personally, I'd look into having the shutters media blasted. I'm not sure exactly what abrasive to recommend, but something like Soda, Dry Ice, Walnut Shell's, etc...

If you are intent on doing it yourself get the RO 90 - assuming you have an extractor. It's perfect for this type of job. Having said that you have an awful lot of shutters.Can you get them dipped someplace?
 
Thanks everyone for the suggestions.  I finished one shutter and it took me about 4 hours to scrape and sand.  I think my level of detail is not necessary.

. Very nice.  Which ever route you decide to take, show us more of the completed and reinstalled shutters on the house.  Thanks
