Is this a Job for an RO 150 ?

I've be reading the thread about filling holes with resins and yesterday noticed my neighbor's got a stump that needs using.  It's oak, from a 70 footer, the bottom 2', about 3' in diameter.  Roughly chainsawed, and some gaps and punky wood in the center.  But the bark's tight and there's swirly grain running through it.  Looks like an end table to me.

So, how to flatten it ?  A year ago I would have gone at with with a belt sander, then sled routeed with a planing bit.  But in 2015 I've seen the RO 150 videos, and I've got a whole suite of 150 sand paper for my ETS.  Is this an application for a Rotex ?

You can't beat a belt sander for removing material.

Didn't you mean to say router sled first then sanding? Because a router sled will move a lot more material initially, perhaps I misunderstood.
 
Sounds like a bit much for the RO150. It's for surface treatment, not a full scale wood cutter.
 
Without seeing the wood it's difficult to say, but as everyone has already said, a router sled is probably the best first option.  I suppose you could always experiment with the RO150 and some low grit paper -- just make sure to have a good straight edge available so you can check the leveling.
