Is the 20 mm bit you are using a hinge boring bit? I have found those drill a 20.2 mm hole which is a bit loose for my taste. I have found 20mm forester bits which are true to size but they are meant for drills and not routers. It wasn't clear to me if they would be safe to use in a router.
I used the following bit which gave me nice tight 20mm holes. Bosch T15020 Hinge Boring Bit Carbide Tipped RH, 20MM "European Type Hinges" . Also I have heard great things about the Festool bit Festool 491072 Euro-Hinge Boring Bit HW 20mm, but it is about twice as expensive.
**note, those are both 10mm shank bit so you may need a 1/2" to 10mm reducer, I used Amana RB-120 REDUCTION BUSHING 1/2 TO 10MM.
