Franmar chemical. www.franmar.com. 1-800-538-5069. I have seen this stuff at wood shows for years. I never used it. This old house did an old house lead paint removal and encapsulation show. You may be able to access it online. I remember something about protrusions into the room were stripped to bare wood. Other parts encapsulated to 48" above floor. I would vote sanding is worst option. By the way there was asbestos in spackling compound as a binder until sometime in the early 70's. Multitool, type in FIEN TOOLS. This tool does not have dust pickup when plunge cutting. PS: I found one warning for SOY GEL. ( This product contains a chemical know to the state of California to cause birth defects or other reproductive harm.) You WILL be disappointed trying to sand it off.
