Yes this is true. Quite a few years ago I sold my 22 and bought a 33. Partly to cut down on bag change frequency. At that time the break even point between the 22 and 33 was about 50 bags. After 50 I was saving money. That factored in additional vac cost, bag cost , and bag capacity. Not sure how many bags would break even for the current line up.
But if using a DD most of the time I don't think this would be a big factor.
