base for using the of1400 with the guide rail?

Isnt there a base that's cut back, to use the 1400 with the guide rail without having to resort to the "footie" thingy?
 
No, the base you're thinking of is for the OF2200 only.  I remember a FOG member came up with this concept a couple of years ago with his home made version.  You could make your own too.

you can just plane down some scrap to 4mm and use some two sided tape to adhere it to the half of the base
 
What you are looking for is a # 492-574 ($29.50) "Hard fiber base runner with reduced centering bore" it snaps right into the 1400 base and brings the base up to the correct height of the guide rail.
Its not split like the one for the 2200 but it works fine if you have the entire base of the router riding on your surface, not on the guide rail.

It doesn't look like it snaps in.  Is the picture wrong on festoolusa.com?

Very much so. That picture is actually part 489229, which isn't even for the 1400. Here's a correct picture: http://www.highlandwoodworking.com/festoolfs1400sub-base.aspx. No affiliation, just the first page I found with the right picture.

Part No. 492574, the Hard Fiber Base Runner, will not level the OF1400 router when on the Guide Rail.  This has all been discussed here before, and that part only adds 3mm to the base, not the 5mm required to level the router.  See these links;  How Thick is the Hard Fiber Base  and Guide Stop Use on Other Router

I own this Hard Fiber Base Runner too and agree that is does not work to level the OF1400 router.
