Sealing below grade block walls?

I'm curious on how and where to buy products to seal a below grade block wall. I'm looking at properties where I would need one to build a house with a workshop underneath it.

Anyone have experience with this?
 
When I was building full time, I would use block footer under door was in walkout basements. I would set the footing slab below frost level then block up to 4" below the slab elevation. Then I would parge coat both sides with surface bonding, then waterproof it, cover with 6 mil poly and backfill with gravel. Surface bonding is sold everywhere now,  it's easy to use and you can dry stack the block if you're not use to laying it up. I was a big fan of overkill, but I didn't have problems  and I was also a Building Inspector,  so I had to make it right.  If you can't find what you want go to a concrete supplier they are very willing to help and give you guidance.
 
Sealing the inside isn't going to work well if you don't have a French drain on the outside with proper grading.  If you have those, you shouldn't need to seal the inside.  Sealing the outside is a good idea, however
